CALL TO ORDER

Meeting was called to order at 5:45 p.m. by Chairman, Joe Jaynes in the Auditorium of the OB Library.

MINUTES

Martin Press moved and Joe Jaynes seconded to approve the minutes from the April meeting with the addition of Benny Woodham and Clay Irvin to the attendee list.  All members present voted to approve.

 

STATUS OF CAG

Following a discussion about the status of Ormond Beach Scenic Loop CAG, the attendees agreed that we are a group formed to obtain scenic designation for specific roadways.  Our focus and mission is different than that of Save the Loop.  At this time, we are partners with the Save The Loop organization, but not a sub-committee.  After we work through all the required processes and obtain scenic designation from FDOT, this CAG will dissolve and a Corridor Management Committee will be formed.  At that time the CMC will need 5013C status.  If the CMC wishes to work as part of Volusia-Flagler Environmental Action Council, the CMC will be designated as a sub-committee under Save The Loop, which is now a sub-committee under Volusia-Flagler Environmental Action Council.

 

FDOT RESPONSE TO LETTER OF INTENT & UPCOMING WORKSHOP

Florida Department of Transportation confirmed receipt of our Letter of Intent on May 5.  Receipt of the LOI begins the Eligibility Phase of the Scenic Highway designation process.  We received $18,000 from DOT which will be used to hire a consultant to assist our effort.  The Workshop which will be held on Monday, July 18, 2005, at 6:00 p.m. at Riverbridge Garden Building is a requirement of the FDOT process.  This workshop will inform attendees:

·                     What does it mean to be a scenic highway?

·                     What are the roles and responsibilities of the CAG?

·                     How to work through the process

The building is limited to approximately 30-40 attendees.  The contractor has been confirmed for this date.  We will meet with the Bunnell CAG which is at the same point in the designation process.  The Ormond-by-the-Sea CAG has already completed this portion of the process.  They are ready to begin creating the Corridor Management Plan.  When we, and possibly Bunnell, reach the point of creating a CMP may use the same consultant when we reach that point.

 

It is important that all members of the CAG attend.  Paula Wehr will send paper notification to members who do not receive the usual e-mail reminders.  Rita Press volunteered to work toward obtaining representatives from new groups to join the CAG.  In response to discussion of how to obtain membership applications, the group agreed that the Membership Application Letter and Request for Letters of Support will be posted on the web page and, therefore, available to everyone.

 

MEMBER COMMENTS AND DISCUSSION

Following discussion of various issues, Chairman Joe Jaynes requested that organizations such as Save The Loop, Volusia-Flagler Environmental Action Council, Ormond Beach Scenic Loop CAG continue to contact city and county government about enforcement of existing speed limits on all portions of The Loop.  A suggestion was made that the city install “Residential Area” signage on the 3.5-mile portion of north Beach Street to remind drivers to slow down.

August/September:  investigate and understand policy constraints of the roadway
