Time and Location

April 27, 5:30 p.m., Auditorium, Ormond Beach Library

Call to Order and Minutes

Chairman Joe Jaynes called the meeting to order at 5:45.  Joe clarified that everyone who shows up is a member and allowed to vote. Minutes were distributed.  A motion was made to accept, seconded, and approved.

 

Resignation of Secretary

Kitty Garber submitted a letter of resignation for herself and Dick as joint recording secretaries.  She said that she and Dick were not able to continue of other commitments.  Joe accepted as chair. Kitty agreed to take minutes at the next meeting until someone can be found to take over this responsibility.

 

Review of Membership Letters to Individuals and Organizations

Joe then announced we would discuss the membership letter to organizations. Some confusion existed because there are two letters—one to organizations and one to individuals.  We began with the letter to individuals.

 

Rick Smith took issue with a statement in the letter to individuals that said that the CAG and Save the Loop are parallel organizations operating under the umbrella of the Volusia/Flagler Environmental Action Committee, which has the 501(c)3 status.  Kitty said this had been discussed at a previous meeting, and it was decided that although the two groups had members in common, they had very different missions. Rick said that he believed that the CAG really is a subgroup of the Save the Loop because that STL was the group given permission to form the CAG.  After some discussion of the issue, Marty said he would talk to Reid Hughes on the subject. All agreed to strike the statement from the letter.  A motion was made to accept the letter once Marty has incorporated the changes.  The letter will then be posted on the website.

 

The group went over the letter to organizations and made a number of suggestions for changes. 

 

Status Report on Letter of Intent

Joe reported that he finished the letter of intent and turned it in to Gary Balogh at FDOT in DeLand on April 1.  He said he had to wait a day because Frank Bruno was in Tallahassee.  Frank drove back from Tallahassee to sign the letter.  Two signed copies went to Florida Department of Transportation, as well as copies to City of Ormond Beach, Volusia County, Fred Costello, and Frank Bruno.  Included were seven pages of beautiful photographs.

 

Final review should be accomplished by Friday. Laureen said that a decision had not been made on the $10,000 of available funding yet, but it was looking quite promising.  She said that getting in the application one day late would not disqualify us.  She also said that we just needed to wait for the time being.

 

Joe said he would put the letter of intent on the Save the Loop website.  Kitty suggested putting the text as a PDF and keeping the photographs separate. 

 

Possible Cooperation with Ormond By The Sea/A1A Group

Laureen said that the Ormond By the Sea Group would be advertising for its consultant on the following Sunday.  She said that the way the advertisement was worded was such that the consultant could also be asked to work for our group if the money became available in time.  But if there were a disagreement about the consultant, we would not be obligated to have the same one. 

 

She said that when you are dealing with leftover funds, you are under major time constraints to use the money.  They decided to advertise for a consultant instead of taking someone on the approved consultant list because they wanted someone who is familiar with the state process and has worked under the state manual. The background of the individual or company would be in planning. In sum, it looks as though we could work together with the Ormond By The Sea group without losing our separate identity.

 

Laureen said that we could potentially have our corridor management plan done in a year, which she said was very good.

 

Workshop on May 25

The core group will be invited to the workshop although others may come if they wish.  It should advertise it in advance, and it should not include other business.  So Joe said we will set aside our May 25 for the workshop if that works with the FDOT schedule.  Rita asked how long the workshop would take, and if we could do it within the time allotted for the room in the library.  It was decided that we would first find out if FDOT could do the workshop at that time, and if they could, then we would ask Paula to find out if we could use the city’s training room because of time constraints at the library.

 

Ormond Beach Chamber of Commerce

A question was asked about whether the project had a downside.  This was brought on behalf of the Ormond Beach Chamber of Commerce.  Joe said that the project will preserve and protect the Loop and that property values will probably skyrocket as a result.  Laureen responded that the project was not regulatory and would not affect the business climate.  The only downside is that there can’t be any bill boards.  So we will likely be able to get a letter of support from them. 

 

Action Items

 

  1. Marty will speak to Reid Hughes about the precise legal relationship of the CAG to Save the Loop.

  2. Joe will find out if FDOT can do the workshop on May 25.

  3. Paula will check on the training room in the city hall for the meeting.
