Phase one is eligibility, which requires background research of the intrinsic resources covering cultural, historical, archeological, recreational, natural, and scenic (CHARNS). Phase two is designation of a Corridor Management Plan that protects the resources along the corridor. Phase three is implementation of the plan.
North Flagler Scenic Highway Anne Wilson, chair of the North Flagler Scenic Highway, gave an outline of how her group started and their areas of concern. They too were concerned with preserving the canopy of the Hammock and created a zoning overlay district through an ordinance for lands abutting a scenic highway as to additional signage and landscaping that allowed flexibility for working around trees, setbacks, and land acquisitions. Their next step was to build parks and teach the traveling public about environmental stewardship and the value of preservation. She emphasized the importance of working with developers and becoming a recognizable political group with impact. She also stressed the importance of enlisting the assistance of other environmental groups (60 in their area) in asking for letters of support.
Flagler Beach Corridor Charles Helms, chair of the Flagler Beach Corridor, which encompasses highways between the Atlantic Ocean and the Halifax River, spoke of the group’s mission as to preserve, maintain, enhance, and protect these lands.
